Rationale

The Northeast of Thailand or so-called “Isarn” still belongs to the poorest parts of the country. Rainfall is erratic and often insufficient leading to serious drought in many areas. Occasionally, there are heavy thunderstorms with flooding of some areas, but people cannot take advantage of the water due to insufficient retention of soil capacity, as well as lack of water storage and know-how. The government has tried to solve the problem of water shortages for a long time, but it is still not capable of reaching all areas that are in need.

2007 to 2016 with the sponsorship of the Coca-Cola Foundation Thailand, the Population and Community Development Association (PDA) carried out a number of projects under the title of “Clean Water for Communities”, successfully provided the area with 16 village pipe water systems and 107 rainwater collection tanks, which facilitate 850 million liter of clean water annually.

According to a recent survey, many communities in northeastern/southern regions still suffer from a lack of clean water for consumption, household use and income generation. If approved by the Coca-Cola Foundation, the next phase of the Clean Water for Communities will concentrate on Solar Powered Water Systems (SPWS) and provide three more villages in the northeastern Thailand.

The SPWS project also focuses on the promotion of renewable solar energy to mitigate climate change, protect the environment and combat poverty in northeastern and southern Thailand. Where required, diesel water pumps or insufficient/unreliable grid power will be replaced with environmentally friendly solar pumps. By doing this it is hoped that the perception and awareness of villagers and community leaders of clean energy and optimal use of water resources will be changed, resulting in investments of government funds in SPWS.

Objectives

  • Strengthen community institutions (village development funds, women and youth groups), promote sustainable use of scarce resources and healthy living, provide related skills and knowledge and disseminate project results in other regions of Thailand

Implementation

Training and Education

With PDA’s guidance and assistance, village representatives had a meeting at Ban Phai Centre, discussed the project maintenance and development. They all agreed that use of proceeds collected from electricity and water cost must be transparent and communal. 15,000Baht wasallocatedfor each community’s Village Water Fund, as seed money to mange community water system, dividend will be used for community development activities

Outcome

Villagers have sufficient water for daily consumption

Income increased by utilizing water in agricultural activities

Community institutions such as women and youth groups were strengthened

Villagers were empowered and became self-reliant

Adopt new technology in communities to save energy and reduce global warming

Act as model project for government agency, especially Tambon Administration Organization (TAO) who bears the burden of electricity for villagers

In the past, villagers had been experiencing frequent water shortage caused by inadequate water resources and inefficient water management system. After the SPWS construction, villagers now have sufficient water supply and learned to manage the system by themselves. Villages develop agriculture activities such as trees and vegetables planting which bring extra income to the family. Part of the dividend from village water fund is used to support village school, health centre and village temples.

The project has significant impact on villagers’ life. Reliable and adequate water supply protects people’s health and wealth. Without the generous support and commitment of Coca-Cola Thailand, the project couldn’t have been successful.
